The Task Force panel will be voting on recommendations to the FAA to address concerns related to aircraft operating at Van Nuys Airport (VNY) and Hollywood Burbank Airport (BUR) flying over "new communities" of the southern San Fernando Valley. These communities have been adversely impacted by flight paths further south, lower altitude departures, concentration of flight paths, unequal distribution of aircraft noise, nighttime aircraft noise, and insufficient mitigation. These changes were made without proper notice or environmental assessment.

Board of Airport Commissioners (BOAC) Meeting - VNY Airport Night Time Curfew

* PLEASE CHECK BACK - DUE TO THE COVID-19 (Coronavirus) THIS MEETING MAY BE CANCELLED * NOTE THE NEW LOCATION IS IN VAN NUYS.

WHAT: The Board of Airport Commissioners (BOAC), the governing body for Van Nuys Airport (VNY), will be meeting to hear final comments on a Voluntary Nighttime Curfew. BOAC has asked VNY aviation operators to attend. So it is important that our community is well-represented.

Several months ago the Van Nuys Citizens Advisory Council (CAC) passed a Motion to implement a Voluntary Nighttime Curfew for all non-emergency aircraft flying in and out of VNY between 10:00 PM and 7:00 AM on weekdays, and 10:00 PM and 9:00 AM on weekends and holidays. The motion also requested Burbank Airport (BUR) to enforce and implement their existing Voluntary Nighttime Curfew to include General Aviation non-emergency arrivals and departures. The motion stated that notifications should be sent to users of the airports via FAA Notice to Airmen (NOTAM), via airport public relations, and via signage to announce the Voluntary Curfew.

Instead of supporting that BOAC pass the motion, Los Angeles World Airport (LAWA) staff which oversees VNY Airport, has watered it down with a “Preferential Nighttime Jet Departure Program,” still in development. Only LAWA, BOAC and VNY master tenants have collaborated on it. It falls short and only includes the voluntary hours between 11:00 PM and 7:00 AM weekdays and weekends. It also does not include NOTAM announcements or the request for BUR airport.

Tell/bring a neighbor! It is very important for a strong community turnout! Let them know the community should be participating in the collaboration and that we deserve better for our families.

WHAT: The Board of Airport Commissioners (BOAC), the governing body for Van Nuys Airport, will be meeting to vote on a Voluntary Nighttime Curfew.

Encino Neighborhood Council Airport Committee Meeting

WHAT: The Airport Committee will meet to vote on THEIR OWN presentation that will be presented to the Task Force as “solutions” for BOTH VNY and BUR Airports. If voted to move forward, it will go to the full Encino Neighborhood Council Board meeting on October 23rd for a final vote.

It is important for Sherman Oaks residents to attend THIS MEETING and potentially the full General Board meeting on the 23rd (see calendar entry) and voice your opinion about these proposed solutions, especially if they are not in alignment with our own.

WHAT: This is the Citizens Advisory Council (CAC) regularly scheduled meeting.

THESE ITEMS ARE NOT INCLUDED ON THE AGENDA. It’s important to show up and be heard! Let them know that it is unacceptable that the CAC continually has put off a vote on the Voluntary Night Time Curfew.

VNY and BUR Airport Joint Task Force Meeting

WHAT: This is the first meeting of the VNY and BUR Airport Joint Task Force.

The City of Los Angeles, Los Angeles World Airports (LAWA) and Burbank Airport are leading the Task Force to address long-term solutions at VNY and BUR. It is to be comprised of City and Federal representatives, along with Airport staff, technical experts and FAA staff. As we understand it, the public will have an opportunity to speak.

The Task Force is expected to take 6 months through a series of meetings before it will submit recommendations for long-term solutions to the FAA for the aviation impacts to the South San Fernando Valley. Thus this process will not end until at least March, 2020.

BOAC Board of Airport Commissioners (VNY) Meeting

WHAT: The Board of Airport Commissioners (BOAC) for Los Angeles World Airports (LAWA), the governing body for Van Nuys Airport (VNY), is having a regularly scheduled meeting. They have been working with the FAA on an immediate solution for VNY that will not impair any near-term solutions that BUR is separately working on. LAWA, which is a City of Los Angeles entity, has been very supportive in our efforts to bring immediate relief for residents who have been severely impacted by changes in the last year by VNY aircraft. They have been working on a solution since February after we urged the City Council to pass a motion. More information about that is here.

We request that anyone who speaks to please thank the Board for their efforts, politely and respectfully, while stressing the urgency for immediate implementation of solutions due to the noise impact and other risks including the 90% Fire Hazard Severity Zone of the Santa Monica Mountains area.

Burbank Airport Commissioners Meeting

WHAT: The Burbank Airport’s Commissioners are similar to Van Nuys Airport’s Board of Airport Commissions (BOAC). This is the first time the BUR Airport Commission will have the topic of Community Noise Impacts on their agenda. Since January, we have been working with BOAC to address the problem of frequent, low-flying aircraft from Van Nuys Airport, and have made positive strides. While our (SOEQS) focus is on VNY Airport, we are also working on finding a comprehensive solution for BOTH airports and support the efforts of two other community groups that have been focusing on the BUR issue.
